It is worrying that the level of education in Finland has declined or stagnated, despite the fact that according to many measurements, the level of education in working-age population in Finland is good. This is shown, among other things, by an OECD study. Finland's level of education, if measured by the share of higher education in the labor force, is at or slightly below the OECD average. Until 15years ago, Finland was among the top OECD countries.
